Personally not used the devices you mentioned, however looking at the specs of them some are older devices and therefore may not be AT/AF compatible, this would mean they cant negotiate a POE supply from the switch.  If the switch doesnt recieve acknowledgement of POE supply it will default to not supplying power as a failsafe, this is a common issue on older devices pre at/af

You could try logging into the switch and manually setting the POE budget for that specific port to as high as possible, believe that to be 30w and see how it goes.  However take care manually over-riding POE budgets, start low and work up

Gut feeling, if these devices are not meeting the af/at standards then they will require a passive POE supply only and this makes them incompatible with most switches.  You may find only injectors work on these devices, I have a few such devices myself that are injector only.
