TL-SG2210MP inaccessible in standalone, "tied" to old router - won't work with ER707-M2

I've been upgrading my home business network and purchased a Jetstream 10 port TL-SG2210MP. I hooked it up to my ASUS RT-87U while I waited for my ER707-M2 to be delivered.
The TL-SG2210MP is given an IP address by the RT-87U (192.168.1.x), I can access the web interface, clients get IPs, access to the internet, and it works fine.
When I removed the RT-87U from the chain and put the ER-707M2 in its place the TL-SG2210MP stops working and I'm seeing really weird behavior I need help with.
1. While the TL-SG2210MP boots and the corresponding ethernet ports on the switch flash like there is data being transmitted (it even negotiates proper 100/1000mb/Poe connections by the color of the lights) the switch is not providing IP's to the clients connected to it, nor does the switch have an IP on the Lan, and it's not discoverable. I cannot access it by an ethernet connected PC as it's not providing the PC an ip (network adapter field shows Default Gateway.... : ________ (blank) and is in an unconnected state.
2. I can see the ER707-M2 in the software controller, and my disconnected EAP670 when I'm connected to the ER-707M2 directly, but not the swtich.
3. I've updated the firmware on the switch (4.0.5 Build 20230602 Rel.73473) and the ER-707M2 (v 1.1.0) to the latest.
4. I've Power-cycled the switch, the ER707-M2, and the modem ~5 times.
5. I've reset the switch through the "reset" button ~5 times. None of this allowed the TL-SG2210MP to obtain an IP address or assign IP addressed to the devices connected to it.
6. While there is light activity on the ports, any devices connected to the TL-SG2210MP through the ER-707M2 do not have access to the internet.
7. Devices connected to the ER707-M2 directly get IP address and have access to the internet.
8. If I plug the switch back into the RT-87U it is immediately detected, I can see it as a client in the 87u web interface, and the devices connected to the swtich can access the internet and are assigned IPs.
Please help me understand how I can get the TL-SG2210MP to work with the ER707-M2. I'm a bit dissappointed at the moment that a 10 year old asus consumer router is outperforming it, and I must be missing something obvious.
