I finally got the 8411 working in Omada now I am finding the issues I could not see

My download speed has dropped significantly, I am getting right at about normal on upload, but download is the issue 

I have a 1.25.GB business block of 5 static ip addresses I have a service plan of 1.25 gig down and 200mbs up

When The 8411 was in standalone mode I had the correct speeds even higher 

My download now will vary between 200 and 300 mbs  which is craX

I have ran speed tests from multiple sources

I also  tested it at the gateway/modem and it is 1467.05 mbs down and 207.85 mbs upload Latency 26.00 ms

So I know its good to the 8411

Any ideas as to what this is ?  I have turned on flow control and moved the myu around but no change

Bandwith Control is turned off
