Tp-Sg116 is not working with my Poe devices

I'm not getting my Poe to work on this switch. I now it's not the cables or my equipment. If I hook it up to my old BV switch it works fine. Is this just a bad switch. It's supposed to be plug and play. We are not playing right now! Anyone have some advise?
