There is problem with connection speed between WR1043ND and your PC. Since the PC works OK with your modem and with the same cable, I think your router is defective.

C7 can work as an access point indeed. Did you change IP address of C7? Now if you disconnect it from the network, all clients work with your modem router and apple extreme?...
