@egirard It depends what you're trying to achieve. Generally you can do that by configuring one (if you don't have an ISP device) or both (if you use an ISP modem/router) of them as AP.

For this to happen it's enough one of the two cable terminals to be unplugged (or device powered off). If the device on the other cable end is not UPS protected that may be a reason too.
