I'm subscribed to a up to 20 MBs download and1 MBs upload plan. I want to adjust the QOS settings. on the bandwidth section only acceptable values 1 to 1000! is the modem doing it by percentage?

I am in Aus, i have Fibre to the premise connection 250/50 mb/s I get throttled to 90 mb/s with the modem, no QoS or anything enabled impacting, LAN connection. Not 70mbs not 100, betweenn 88-92 mb/s
