One nc220 ot three does not reset after power outage

I have three nc 220 cameras that all perform as they should except one camera goes off line with a power outage and will not reset itself as the other 2 do. Two power outages tonight due to a thunder storm ,I can reset myself when I'm here, but half the time I'm 120 miles from here.All cameras are hardware version 1,0 firmware version 1,3,0 ,The camera that does not reset is the closest to the router 3 feet,
