Model: Archer C59
Hardware Version: V1
Firmware Version: 0.9.1 4.0 v0044.0 Build 160427 Rel.39650n

I have a TP-Link Archer C20

My Access Control goal is to keep default Access Control = Deny.

I have certain hosts where I need to block some URLs but allow all others.

WIth Access Control Default = Deny for one of these Hosts I have created two rules:

first Rule: Target = the URLs to block, Rule = Deny

second Rule: Target =  Any Target, Rule = Allow

Hoping that the Rules would be applied in the order they appear in the Rule list. But this does not seem to be the case.

-To be able to block certain URLs, do I need to set Default = Allow?

Hi, to satisfy your need, it is suggested to change the Default Filtering Rules to Allow the packets not specified by any filtering rules to passthrough this device. Below is the setup instruction you can refer to: https://www.tp-link.com/en/faq-561.html May it help.
