I buy one tp-link tl-wn823n, and I Don't know how is work on smart tv or mag254 box? Is compatible with this device ? Or work just for windows and Mac?

There are official driver for the common operating system, like Windows, Mac.
For the smart TV, we are not sure about that whether they can work together; there is no driver for it at our end; you can contact the tech support of the smart TV to confirm it.
If they have the driver for the USB adapter, you can give it a shot.
