I want to setup this modem wirelessly such that:
- Wireless User A has full unrestricted wireless access (to Internet and all other services) and
- Wireless User B has no internet access but access to file sharing and related services.

Can this be done and how can it be done?

I think the modem does not have such function as multi-SSID. It could not do that

Maybe you can give a try on Parental control for wireless user B. Control the time and the website that he /she can access however there is no restricts for LAN. Not quite sure whether this can fit your requirements exactly or not. The user manual for TD-W8960N has offered some instructions on how to do that.
