I have a ZTE mf283+ router and another tp-link archer c7 router connected to it that I use as an access point. TP-Link's IP address is 192.168.0.23 and I have an FTP server set up on it. I tried port forwarding so I can access the FTP server from outside:

 

 

But when I try to access it from outside like this: ftp://37.xxx.xxx.xxx:21 It says "This site can't be reached 37.xxx.xxx.xxx refused to connect. Am I doing something wrong or is it something with my ISP?

Hi

 

There is no default routing on C7 because the WAN port is not used. Our router doesn't know how to reply this address because of lacking routing. I think you need use the WAN port so that we have the default routing to reply the outside address.
