I'm not so sure how did you do the port forwarding on the modem, maybe you can post some pictures about the Virtual Sever settings.
As to test the port via internet, my experience for the command is: telnet WAN IP address port number. for example, telnet 214.26.312.49 2323.

yes work one port one port forwarding,

but does not work if have 2 times same port number

only one time one port !!!!

better exhange router, no
or echange ports in server
