Do you mean you want to access the router web interface when you are not connected to its network? You may refer to the below guide to enable the remote access on it:

If it's Dynamic IP, ensure it is a public one, otherwise, you won't be able to access it from outside network.
If it's a private WAN IP, you may try to open the port 433 on your front-end modem for this router to give it a go.
