I have done upgrade to RE200 but the device became not working. Only solid led is on, not other service working I can't log in to the device.
I just need to flash the nvram to the device is there a way or not.

May I know how long have you had the RE200？
Did you update the firmware via Tether APP, or Web interface?
Have you tried to reset the RE200 by holding the reset pinhole for 10s?
And I am really sorry, there is no way to flash the nvram;

I have it 2 years, and it was working fine, I did the flashing by web, I downloadwd firmware from official tplink.
Yes, I tried, no success, the led power only work and solid, even Ethernet led not working.
So, even with serial cable, you think I can't flash nvram again, I just need to install the firmware so the device work again.
