Suffering very high ping times with router periodically
Having a frustrating issue with periodically slow internet connection which I've narrowed down to the connection between my PC and the router when connected to the wireless. It is possible to watch the issue start and stop in real time such as by using ping -t 192.168.1.1 which gives something like:

The does not correlate to any devices being used inside my house, and it persists after rebooting my computer or the router. The signal is otherwise fantastic, and the connection is stable. Is this most likely just caused by a spike in interference outside my house? It's hard to believe something external could have such a powerful influence, are there particularly troublesome devices?
To add a little more information, it is 1:30am right now; as far as I know my neighbors keep a fairly normal schedule so it's hard to believe they are operating an industrial size microwave or anything. If there's any ideas I might have overlooked I'd love to hear them.
