The Swedish site of TP-link do now have the latest firmware. Why?

I can see the previous firmware all EU versions.
And if you have EU version too, please refer to the firmware on the global website:
RE650(EU)_V1_200922

https://www.tp-link.com/en/support/download/re650/v1/#Firmware
And we would notify the local team to upload the firmware as soon as possible.
