Using the Tether App I block my sons iPhone from the internet. All he does is reconnects again. I have to constantly watch the device list and block him each time he reconnects differently. Does tether not have the ability to block by MAC address as this would never change on his iphone. This is a problem since it cannot truly block him. Any advise would be appreciated.

Are you using the Access Control on the AX11000? You can add his phone to the blacklist as per its MAC:

While I wonder if there is "MAC address randomization" or "Private MAC address" enabled on his phone, if it is, it will change its MAC address every time it connects to the network, you will have no way to block it. For Apple iOS devices you can find some information here: https://support.apple.com/en-us/HT211227.
