I have a TL-WR940N router and TL-WA850RE extender (With latest firmware for both). The extender is in the allowed list (or whitelist or rules whatever) of the access control panel of the router. Still as soon as i enable access control in the router, the extender lost internet, but the other allowed devices have no problem with the internet, only the extender lost internet connection. 

What is the issue? Which one has the problem, router or extender? How to fix it?

As per your description, it seems that this WA850RE was not added to the allowed list successfully, please check the guide below to ensure you get the correct IP address for the extender, then add that to the allowed list of the Access Control list:
