Do you have any connection problem while using TL-WA850RE, if not the flashing Led should be normal behavior.
RE light is on, I have 6 of the same extenders around my house. Some have flashing "Wireless" lights, some solid (not flashiing). All seem to working.
Thank you for your update, when UG does not particularly define the difference on the Flash/ Solid Status, we could just let it go.
When signal strength LEDs are light up, the device is connected to router sucessully and should be working.
