Just hooked up new range finder, made all connections, everything saying it is connected properly and working with excellent strength. My question is "I see no change in my weak signal strength on my cell phone under wifi. It shows one bar of strength. Why?"

May I know does RE use the same SSID or different from router?  To see the real signal strength of RE, you may change a different SSID for range extender and see how many WiFI bars from the extender:

May I know how do you locate the RE and distance between RE and router, and distance between cell phone and RE?
