Upgrading firmware from 1.0.3 Build 210201 Rel.74631n (6985) to 1.0.4 Build 210531 Rel.34858n.
Method to upgrade - Online Upgrade, Upgrade firmware over the internet.

You could try to lower or turn off the Firewall settings on router and modem and see if that helps.
Try to change router's DNS to 8.8.8.8 or 8.8.4.4
If still the same, may I know have a photo of the Error message? Did you try to upgrade firmware from web page, please go Settings--> Log, save the log file and send to us.
May I know the model of router and your network topology? eg. ISP xxx: Router Archer C7 <wireless>RE450 <wireless>Windows 10 computer
