Hi,
Unfortunately, the IP address 10.213.186.140 falls within the private address range of 10.0.0.0 to 10.255.255.255.
That means your ISP has setup another NAT on their side.
As you already know, to get past a NAT one has to configure port forwarding, which the ISP will certainly not do.
So, in order to be able to reach your home network from the Internet you will need to have a public IP address.
If external access to your home network is important to you, then contact your ISP and ask them if they can switch you to a public IP address.
Once you get a public IP address for the Internet connection of Router #1 the port forwarding rules you showed in your first post should start working.

Hi,
Can you please look up the "Internet" (or "WAN") IP address of "Router #1" on its "Status" page and let us know at least the first two segments of it? (something along the lines of 80.100.x.x or 192.168.x.x or whatever)
Also it might be helpful if you tell us the actual model numbers of both of your TP-Link routers.
