Hi, welcome to the community.
Currently, there is a workaround for this issue:
1. set up connection alerts for "New Device".
2. Then the devices with randomized MAC addresses will be recognized as the "New Device" and trigger the notification.
3. After getting the notification in the Message, you could move this device to the "Blacklist".
Thank you very much.
Best regards.

This is not a solution, it's not even a workaround. It relies on the admin (let's call them a parent) noticing that a new device has joined and then logging in to the management interface and moving the device to the blacklist. Meanwhile as soon as that's done the device can hop MACs again and circumvent parental control.
TP-lInk users have been BEGGING for properly implemented safeguards to avoid bypassing parental controls using randomized MAC addresses for the last TWO YEARS:

So far TP-link have done NOTHING about it.
OP, refer to the linked thread to share in the grief of the users that came before you.
