I setup parental controls for my son's school laptop to block sites like Roblox and YouTube.
It recognizes the sites as blocked but still allows them to be visited.
how can we make this really work?

When I checked your TP-link email ID, I see the firmware of Deco M9 Plus is still on 1.2.11. The latest firmware for Deco M9 Plus is 1.6.2 now.

It is suggested to update to the latets firmware version to see whether it helps with the current issue:
