TD-W8951ND - Is there a way to limit the share wireless bandwidth

My internet speed = 4MB and i wondering if this TD-W8951ND has a way to let me set the wireless so my room-mate will always get max = 1MB (wireless) and i have 3MB ??
Before this i using Riger DB108-WL which has this feature but i dont see a way to do this on TD-W8951ND.
By the way i also like to know how to backup modem setting ?? Or that romfile will do the trick ??
