any way to get handshaking faster

Model : TD-8616
Hardware Version : V8
Firmware Version : latest

I have some problem on my ADSL line
it's going down sometime in evening and nights
line provider has check line , they says is some "dirt" from outside (electric,radio xx)
with my old Dlink 320 it stops for 1-2 minutes
with my Tplink it's take 10-15 minutes
can I do any thing to speed up this?
I am using PVC-1 always, can I delete PVC-0 to make handshaking faster?
if yes please tell me how
anything else I can do ?
My ISP has checked my config so thats not any problem
