Parental Control Not working

I have attempted to set up parental controls without success.
I received the VX420-G2h router from my NBN provider, but they informed me that they do not have access to this setting and cannot assist.
The setup process appears straightforward. However, despite watching tutorial videos and reading the modem's manuals and guides, I have been unable to get it to work.
Steps I have taken:

Navigated to the Parental Control > Advanced Menu

Enabled Parental Control (toggle switched on – Green/Blue)

Clicked on "Add"

Selected "View Existing Devices"

Chose the device to restrict

Set the Effective Time
-
Clicked "OK"
-
Entered a description
-
Checked the "Enable" box
-
Clicked "OK"
Additionally, I activated Content Restriction, added keywords to the Blacklist, and saved the settings.
However, even after saving everything and restarting the modem, the settings remain visible but are not applied to the restricted device.

As your model VX420-G2h is customized device by some ISP only, that is the reason I shared the guide above for any possible help.
According to your screenshots, it is suggested to follow this guide step by step.
In Blacklist mode, the controlled devices cannot access any websites containing the specified keywords during the Effective Time period. Outside the Effective Time period, the controlled devices can access any website.
So a Keyword is necessary to make sure the function takes effect.
Besides the troubleshooting suggestions listed in the guide, please make sure the MAC address of your Ipad is the real MAC not random.
PS: Out of your network security, please create a mosaic on all the MAC addresses showing in all the screenshots you shared.

@Matt_1979 Thank you for your reply.
The app recommended in the link doesn't support my router. I also followed the steps for the web based. Unfortunately, the issue is not fixed yet. I also flushed dns as recommended.

At this stage, I just wanted to chck the parental control restrict the access to the internet and didn't add any keywords.

@Marvin_S it appears after a day of research the TP Link VX420-G2H is actually useless as a parental controls device. I was sold this unit by my ISP on the basis of it being able to actually limit internet access to my children at certain times of the day, which it cannot by the looks. Only able to BLACK or WHITE list certain pages at certain times. Completely useless as a parental controls device.
What other device(s) do TP Link provide that can:
A) Block the all internet on selected (Wifi or lan connected) devices based on times. Eg... Only have internet access between 8am and 8pm, and
B) Block access to certain website, at all times. Eg. Youtube, tiktok, discord 24 hours a day, and
C) Provide the 4G backup feature using the ISP provided simcard?
It appears i need to return this device for a refund and look at other options...

@smaud Using the wireless schedule, you can turn on/ off wifi.
However, the parental control is not great for this modem as I learned and you can just switch between white and black lists for the restrictions.
I am also interested in using other modem. @Marvin_S Thank you for your previous helps and if you can can recommend other options with better parental control features would be great.

@smaud I spent months trying to get sense about these controls out of the company. I finally got a guy that gave me the way to do it and had it sorted. I log in tonight because none of my kids stuff turned off and the whole parental controls system is changed. The screens shown on this thread are now gone on my unit. I assume there was an update. Now I can't figure out how the heck to block them again. So infuriating!!!!!! Have not been able to find any instructions on how to do it now. Feel like throwing it in the bin. Been nothing but trouble since I got it.
