Badnwidth control problem on WDS link

Hi there,
I have 2 routers connected via WDS. A WR4300 (Main Router) and a secondary (WDS)
The WDS link works good, the link is stable although I had to use 2.4GHz because 5GHz signal was not strong enough (we have thick walls here) .
We have a 12Mbit ADSL connection, a total 15 clients split between the two routers (8 wired clients and 7 wireless clients). Bandwidth control for all clients is set at MAX: 820 Kbps for ingress, and MAX: 256 Kbps for egress.
The problem is the bandwidth speed for the clients (both wired and wireless) connected to the secondary router which is dismal. Although ping between the routers is 1 to 2 ms, and the signal is stable (we have no problems sharing big files within the LAN at good speeds), all the clients connected to the 2nd router get terrible internet speed. About 250 Kbps for wired clients and 160 kbps for the wireless ones at best.
Of course, DHCP is disabled on the secondary router and MAC filtering is also disabled. We even tried disabling hardware NAT (a common suggestion) but the speeds haven't improved at all.
Is there anything we can do? Are we doing something wrong? We need some help, please.
