Deco S4R flashing green even after using http UBOOT firmware upgrade

I bought a 3 pack of AC1900's on ebay... well, I got a 3 pack of AC1200's instead and one was flashing green after doing a reset on it.
The seller offered me a generous partial refund to keep them and I accepted.
Now I'm trying to get this broken one up and running.
I have version 2.8 and download .bin and used the UBOOT method and it seem like it uploaded fine.
But it's still just flashing green after it rebooted.
Any suggestions?

Just making sure - Did you follow the steps here https://www.tp-link.com/en/support/faq/2958/ for HTTP Uboot Method? If so any error messages?

Hi, It is also suggested to swap the power adapter of this flashing-green Deco S4 with another working S4.
If it was still the same, will this Deco turn flashing blue when you hold the reset pinhole just for 1s?
By the way, can you detect the WiFi SSID of this Deco, such as Deco_xxxx(the last 4 letters of the MAC address)?

@David-TP Tried a power supply from the other (working) unit and not change.
If pressed for 1s it will do the flashing yellow (boot up phase) then go back to flashing green. I never see blue.
I can see the SSID and connect to it, but if I use the IP it just brings me to the QR code to download the app to "complete the setup" (which is obviously not finding the unit/working).
I did create a tech support ticket and they suggested I need a recovery firmware and then linked me to a page that did not have the recover firmware. *eyeroll*
I've asked them for a recovery firmware as all 3 of the firmware's provided for my model (I THINK it's a V2 as that is what one of the working ones says in the web interface) have not worked after all 3 were succesfully flashed via the UBOOT method.

Thanks for the update.
If we ignore the "flashing green" LED status of this unit, and try to manually add this unit on the Deco APP, can it be added, or would there be any errors?
