I want to find out a way to monitor the usage of each device in my network ( what is the consumed amount of internet by each device ), and if possible i was to assign a dedicated quota for every device in my network, a Max capacity for each device and block the access for the device once it reach the max

Go through Chapter 9 from VR300 user guide and learn how to use the Bandwidth Control feature.

  @terziyski First of all Thanks for your respond but this is splitting the bandwidth between users/groups, what i want is to set a quota for the users or monitor the usage of the users so that i can stop the one who is consuming more than others, i want each user access get blocked once he finish/consume his assigned quota of Mb

Unfortunately the bandwidth limit is not as granular as you may want to. You have to deal with what you have, because I doubt this will be implemented.
