For the Deco system, I'm afraid Intrusion Prevention System (IPS) blocking and DDoS Protection are both included in the HomeShield or HomeCase Network security service.
There are some non-HomeCare and HomeShield Archer routers that support standard SPI firewall and Access Control, such as the Archer AX3000:
