Archer VR2600 parental controls not working

I want to encourage my teenage son to go to bed at a reasonable time by turning off his PC's internet access at 10pm.
I have reserved an IP address for his PC but the parental controls appear only to work off a MAC address.
I selected his PC from the Known Devices, checked the MAC address was correct and set the Effective Time to be green when I wanted to allow him internet access.
Didn't work as he can still access the internet at any hour.
Am I doing something wrong / misunderstanding this function?
