Anybody noticed http://www.tplink.ca/en/download/TD-W9970.html#Firmware two version firmware files in 2015 and 2016 are same!

Sorry maybe I don't understand your question correct but I can see difference:

TD-W9970(CA) Bell-certified firmware - bell certified inside

TD-W9970(CA)_V1_150917 - without it

I was saying the "contents" of these two zip/rar files are the same, not the NAME.

First, if you can unzip them to firmware bin files, you will easily tell even the names are the same: TD-W9970v1_0.9.1_2.5_up_boot(150917)_2015-09-17_15.55.23_CA.BIN
Second, if you can compare using binary comparing tool, you will find they are bit-by-bit IDENTICAL!

I am sure TP-link made mistakes, posted the new firmware identical to the version of one year ago.
Such carelessness!
