I have installed the latest tpPLC utility ( http://static.tp-link.com/tpPLC Utility.zip, Published Date: 11/01/17). Even though I can see both the TL-PA4020P and the wireless TL-WPA4220 adapter in the blue screen, there is NO wireless tab to configure the WiFi in the basic menu of the wireless powerline device WPA4220 (see also image below). I can access the WiFi configuration screens only when I use the Powerline Scan.exe. Is this how it supposed to work? The tpPLC utility manual describes that there should be a Wireless tab available to configure WiFi. Also I see a difference in the Firmware reported by the PowerLine scan (1.2.9) and the tpPLC utility (1.3.0). Any comments on this?

I have exactly the same problem -TL-WPA4226KIT v1.2 I downloaded tpPLC ceom that product's support page and the wireless tab is missing. I contacted support and they say this is because the hardware is quite old and not compatible with this new tool. So Powerline scan is the only opyion to change WiFi settings.
