Td-w8960n cannot connect to BSNL india

Whenever this modem is connected to BSNL connection the asap is ok, wirelesss blinks, power is fine but the internet is down all the time. Tried alll options from resting to configuring it 10 times. All vpi and vci are accurate. Configuration does not have any issues. The connection works on another dlink modem but not on this one. Does this model support BSNL connection atall ??
