slow speed on file sharing between pc and iPhone 7 plus

Hi I recently buy tplink modem for my adsl internet it's good with downloading and uploading but when I try transferring from pc to ps4 or Iphone speed very low and not stable speed start with 5mbytes but it drop to 50kbyte and signal of wifi very high and I"m sure it's tp link cause I was using aztech modem and transfer my files without droping speed 4mbytes and I also turn off firewall of my pc and modem but nothing changed
any help would appreciated
