Mobile devices cannot download from bittorrent but notebook and desktop can.

Mobile devices cannot download from bittorrent but notebook and desktop can.
I have this strange problem.
When I try to download bittorrent from handphone and tablet, there will be no traffic.
However when i download bittorrent using notebook and desktop, it works.
May I know what could be the problem?

Please check if there is QoS setting for the handphone and tablet, try to disable it.
You may also check the DoS Protection settings on the C9, if it is enabled, ensure the handphone and tablet are not in the blocked list:
