How do I setup multiple internet access time windows for my kids devices?

For example I want them to not surf the internet during these 3 time windows;

1. 7am to 9am (everyday)

2. 1pm to 2pm (everyday)

3. 11pm to 5am (everyday)

How can I do this? I used to have an Asus WiFi router which can easily do this but I'm quite surprised Tether doesn't allow me to do this. 
 

Or maybe it's me who doesn't know how.
