We have inverter installed in the home which is connected to certain power outlets.

Will subject powerline adapter will properly ?

Also I was told that  "If your Powerline adapters do not belong to a single circuit breaker, they will not be able to communicate with each other.  Thus, your Powerline network is not established"

How it is possible that in 2 bedrrom aparment there will be only on cireciut breaker?

Each room will have separate circuit brearer depending on load and therer will be main switch.

Please advice on above as I have to decide on buying the product.
