The ' check mark' on tether app means RE has connected to router successfully.
You could put Range extender in the location where you want to extend signal and see if any devices will show up on client list, if not, devices may still connected to wifi router because router signal is not that weak, you could change a different SSID / Wi-Fi name for range extender and see phone and manually connect some device to RE's WiFi:
