Model: Archer AX1500
Hardware Version: V1
Firmware Version: 1.3.1 Build

1. Can this router limit bandwith for specific mac address or ip? It only give "Prioritize" specific user.

2. There is an option to see traffic monitor in diagnostic?

Kevin: Archer AX1500 only supports QoS, it doesn't support Bandwidth Control. You may try configuring the QoS to see if it can meet your requirement, below is the guide for your reference:

How to set up QoS using TP-Link Wi-Fi router?

2. There is an option to see traffic monitor in diagnostic?

Kevin: Unfortunately no, it doesn't support Traffic Monitor.

We will pass along your feature requests to our Product Team to see if it would be technically feasible to include this feature in future updates to the platforms. But development across teams and projects in any organization is difficult, and nothing can be guaranteed. The best that I can say is that it is important to keep up to date with the latest firmware updates on the router.
