May I know double check the model number of your powerline kit? TL-PA7617 kit is wired powerline kit without Wifi feature.
If phone failed to connect wifi network from PLC, please double-check the Wi-Fi password of the Wifi power line device

If your phone still can not connect to Wifi of powerline extender, try a factory reset on the wifi unit, and use the default 8 digit wifi password on the label of powerline unit to connect
RESET Wireless Powerline : with powerline unit powered on, use a pin to press the reset hole on the bottom until most Leds flash once
After reset the device you will need to repair your powerline kit.
