RE's flashing Power Led usually means the range extender is just powered on. 

If the Power Led keeps flashing, please check out the tips below: 

1.  Try a different power socket for your RE

2. make sure it's not poor contact between RE and the socket 
3. Try a factory reset on the range extender ：
RESET: With the extender powered on, use a pin to press the RESET button until most LEDs flash once. 

If the problem persists, may I know does the RE power led flash continuously after reset? If it keeps flashing, it might be a defective unit, you could contact the local retailer or local support to check the warranty.
