Hi, I think you might have TD-W8961N V4 and your current firmware is already the latest version---3.1.0 Build 210205 Rel.03549.

For TD-W8961N V4, it does not support Tether APP control and you might need to manage it via the web management page(http://tplinkmodem.net or 192.168.1.1.).
