That link leads to someone's (Microsoft) OneDrive, which holds a zip file with the recovery tool.

Maybe you need to be logged into your Microsoft Live (or similar) account within your browser to be able see and download the file?

I'm logging in with my microsoft account.

When I click on the link, the content appears empty.

I don't know why it is not working for you. I just tried with another non-Microsoft device that isn't linked with any Microsoft account at all and I still could get the file.

Maybe ask a local friend to help you download the file for you.
