Since everything bar the Ethernet light is working fine you could just ignore it. (150 Mbps through an AV1000 Powerline is a reasonable speed)
In case it still bothers you you could test what happens if you swap the two TL-PA7020P around.
To do that you don't need to reset or pair them again. Just unplug them, carry each one to the opposite floor and plug them back in.
If now the one connected to the router has no Ethernet light, then that would indicate there is indeed a problem with that TL-PA7020P.
If still the one connected to the laptop has no Ethernet light, then that must be some sort of bug in the firmware.

Hi,
Do you mean everything else is working perfectly fine, just the Ethernet light does not come on?
Is it the same if you plug the Ethernet cable in the other adjacent Ethernet port?
What about the second TL-PA7020P unit. Does the Ethernet light turn on there?

yep everything is working fine.
the first unit downstairs connected to the router has 3 lights
the 2nd unit upstairs that is connected to the laptop with ethernet cable has 2 lights the ethernet light not on.
i plugged in another ethernet cable in the other port connected direct to laptop still ethernet light off
i've reset it, re-paired it
all 3 lights flash when i reset it
when i speedtest downstairs in get 400mbps
when i speedtest upstairs i get 150mbps
