After resetting the router all lights light up and power light flashes quickly. I power it off and then go to 192.168.0.1 and it asks for a local password. I enter admin but it says wrong password. Any ideas as to what password it needs

Upon successful restart your router should forget any customized password. The default router password is admin.

Did you buy this router or it has been provided to you by an ISP ?

It's highly likely that the ISP customized your router firmware and set a custom administrator password.

Try the solution posted here and check if that works for you.
