Unable to configure TL-WR710N to Repeater mode as http://tplinklogin.net is not valid

I am trying to configure my wireless mini pocket router to act as a repeater, boosting existing wifi signal. As I am part of a block of flats receiving the same wifi signal, I am unable to link directly to the source, therefore require a completely wireless approach. The instruction sheet that came with the router says to log onto http://tplinklogin.net, enter the admin username and password and follow the various instructions for configuring the router. I tried that web address and it's just a page advertising links related to TP-links and wireless routers. I have looked on the main tp-link.com website and can not find an alternative, appropriate page for configuring my router. Does anyone know why this website doesn't function as it is advertised to? And how do I go about configuring my router if it is meant to be done online?
