Using the WR702 between wireless devices

I have the WR702 configured in AP mode, and have multiple devices connected to it. So far, so good.
However, despite the 702 not having the firewall enabled, nor being in Client Isolation mode, the attached devices cannot communicate. One device is a web server, the other a laptop. The Laptop should be able to open a web page on the web server, but it doesn't connect. Trying to ping the web server from the laptop gets the response "desination host unreachable". Pinging the 702 (192.168.0.254) from the laptop works just fine. It looks like the AP is working in Client Isolation mode, but this is NOT configured.
I've tried router mode without success.
Any suggestions?
For most access points I've used in the past, the behaviour I want is pretty much there by default.
